"I reveal my vassals to someone without shame...and even he flees?" I understand what is being said here, but I can't quite word it correctly to convey the meaning. >< The masked man is expressing surprise that someone he beleives to have no shame--Andragoras--is running away from a confrontation with him (in the mask) and his vassals. Since Andragoras supposedly has no shame, he has no reason to run. It makes sense if you think about it, and if you disregard that Andragoras might be worried about his safety, rather than his embarassment. Hmmm...
